Devolution is a system of governance that transfers or delegates power and responsibilities from the national government to lower levels of government. In Kenya, devolution involves the transfer of functions and responsibilities from the national government to 47 county governments, bringing decision-making and public services closer to citizens.

It also aims to ensure the equitable sharing of national and local resources and improve access to public services across Kenya.
